Who processes your data

The controller of the data processed through this website is Cabinet Individual de Avocat Manciu Cătălin Adrian — the individual law office of attorney Manciu Cătălin Adrian — with its registered professional office at Str. Octav Cocărăscu nr. 14, Sector 1, București, Romania, tax identification code RO23560945. The attorney is a member of the Bucharest Bar.

Practice is carried on from the office at Str. Dr. Iacob Felix nr. 59, etaj 2, Sector 1, București, 011033, Romania — the address shown in the contact section and on the map. Correspondence reaches us there.

You can write to us at office@scpmanciu.ro or call +40 792 626 248.

What we collect

The contact form is the only way this site receives data from you. Through it you send us:

  • your name, email address and message — required, we cannot reply without them;
  • your phone number and area of interest — optional;
  • the language you filled the form in, so that we answer in the same language.

That is all. The site asks for nothing else and records nothing else about you.

To limit automated submissions, the server briefly holds the IP address the form came from — for ten minutes at most, and only in the server’s working memory. It never reaches the database, it is not attached to your message, and we use it for nothing else.

Why we use the data, and on what basis

We process what you send through the form for three purposes, each with its own legal basis:

  • to answer your message and, where appropriate, discuss working together — Article 6(1)(b) of Regulation (EU) 2016/679, steps taken at your request before entering into a contract;
  • to keep a record of the enquiries we receive and to establish or defend a legal claim if needed — Article 6(1)(f), our legitimate interest;
  • to limit messages sent by bots — Article 6(1)(f) as well.

We do not use your data for marketing. We will not add you to a newsletter and we will not send you offers.

What this site does not do

Worth stating plainly, because many sites do otherwise. This website:

  • sets no cookies for visitors;
  • runs no Google Analytics and no other traffic measurement tool;
  • carries no social media buttons that would track you;
  • loads no fonts, maps or other resources from third-party servers — everything you see comes from this site’s own server;
  • makes no automated decisions about you and builds no profiles.

The only cookie on this domain is the login cookie of the admin area, used by the firm’s staff when updating content. Visitors are never given one.

Because we set no cookies and do not track you, the site does not greet you with a consent banner. There is nothing for us to ask.

Who we share the data with

We do not sell your data and we give it to no one for advertising. It is seen by:

  • the lawyers and staff of the firm handling your enquiry;
  • the providers that keep the site running, strictly to that extent: Vercel Inc. (hosting), Neon Inc. (the database your message is saved to) and Resend Inc. (sending the email that notifies us you wrote).

These providers act as processors, under contracts that require them to process the data only on our instructions and to protect it.

If an authority lawfully requires the data, we disclose it — within the limits of attorney professional secrecy.

Where the data goes

The data is stored on the servers of the providers named above. Some of them are United States companies and may process data outside the European Economic Area.

Where that happens, the transfer relies on the standard contractual clauses adopted by the European Commission, which bind the provider to a level of protection equivalent to that within the Union.

How long we keep the data

Enquiries that do not lead to us working together are kept for three years from the last correspondence, matching the general limitation period under Romanian law.

If an engagement arises from your message, the file is kept in accordance with the rules of the legal profession and our legal obligations, including accounting and tax rules, which require ten years.

Once those periods pass, we delete the data.

How we protect the data

We keep technical measures appropriate to the risk:

  • the connection between your browser and the site is encrypted;
  • incoming messages can only be read from a password-protected account belonging to the firm’s staff;
  • the number of login attempts is limited, and accounts lock temporarily after too many failures.

Attorney professional secrecy

What you write to us falls under attorney professional secrecy, under Romanian Law no. 51/1995 and the Statute of the profession. It is a stricter duty than the one data protection law imposes, and it binds us whether or not your message leads to an engagement.

For that very reason, a practical note: the contact form is meant for getting in touch, not for sending us the full details of a matter. Please do not use it to send documents, health data, information about criminal offences or other sensitive material. We will contact you and agree a suitable channel together.

Your rights

The Regulation gives you the following rights over your data:

  • to know what data we hold about you and to receive a copy of it;
  • to have inaccurate data corrected and incomplete data completed;
  • to have it erased, where we no longer have good reason to keep it;
  • to have processing restricted while a dispute is resolved;
  • to receive the data in a machine-readable format and move it to another controller;
  • to object to processing based on our legitimate interest.

We reply within one month of your request. If the request is complex, that period may be extended by two months, but we will tell you.

How to exercise your rights

Write to us at office@scpmanciu.ro, or send a letter to the office at Str. Dr. Iacob Felix nr. 59, etaj 2, Sector 1, București, 011033, Romania. There is no charge.

So that we do not hand your data to someone impersonating you, we may ask you to prove your identity.

If you are not satisfied

Please write to us first — most things are sorted out quickly.

You are nevertheless entitled to lodge a complaint at any time with the Romanian National Supervisory Authority for Personal Data Processing, B-dul G-ral. Gheorghe Magheru nr. 28-30, Sector 1, 010336 Bucharest, www.dataprotection.ro. You may also go to court.
